Dear Mr. Harris,

I have referred the question of the patrol

below high water mark in front of Sha Tau Kek market to Govern-

--ment. In order to avoid any occasion for friction between our

police and the Customs braves I will in future do my preventive

work by boat subject always to the right to arrest on the fore-

-shore below high water mark.

This right has been exercised in the past an

has never been disputed.

I have no doubt that when definite frontier

crossings have been agreed on it will be possible to arrange

some scheme by which to our mutual advantage we may be able to

check patty smuggling from both sides of the frontier.
